In Switzerland, hemp with a total THC content below 1% is not subject to the Narcotics Act — the highest threshold in Europe. Each product category then follows its own legislation: flowers intended for smoking are treated as tobacco substitutes, ingestible products fall under food law, cosmetics under the cosmetics regulation.
