The Netherlands combines one of Europe's strictest product thresholds — 0.05% THC, which steers the market towards isolates and broad spectrum — with a severe regime on the plant: hemp flowers and resins remain "hennep" under the Opium Act whatever their THC, with imports requiring a state exemption. A well-known peculiarity: processing hemp into extracts is not permitted on Dutch soil, so finished products are imported.
