🇦🇹Wholesale CBD in Austria

Austria allows hemp from EU-catalogue varieties up to 0.3% THC, and flowers are widely sold. The country has, however, launched a structural reform: since 2025, low-THC flowers fall under the tobacco monopoly, with sale reserved for approved wholesalers and tobacconists by 2029. Ingestible CBD remains unmarketable as food (Novel Food not authorised); compliant cosmetics are more accessible.

• 1998 — Narcotic Substances Act (SMG): hemp from EU-catalogue varieties ≤ 0.3% THC falls outside it, before, during and after production.
• Décembre 2018 — Health Ministry decree: foods containing CBD extracts are unauthorised novel foods, hence unmarketable as foods or supplements — birth of the "aroma product, not for consumption" positioning.
• Début 2025 — The Supreme Administrative Court rules that dried hemp flowers < 0.3% THC are smokable products falling under the tobacco monopoly (tobacco taxation, sale via tobacconists).
• Décembre 2025 — Parliament writes this regime into law: from 2029, low-THC flowers only via approved wholesalers and tobacconists; transition until end 2028 for shops holding a hemp licence; constitutional challenge announced by the industry federation.
