In Belgium, CBD intended for external use (cosmetics, balms) is sold legally provided the product complies with EU cosmetics regulation. Hemp flowers and resins intended to be smoked, by contrast, remain in a grey zone and are exposed to a risk of seizure. Ingestible products (oils, supplements, foodstuffs) fall under the EU Novel Food Regulation and require prior authorisation, with the AFSCA/FAVV able to order their withdrawal.
